Project Summary

This project complements, rather than duplicates, the CTI_207_2023A—"Improving Supply Chain Transparency with Digital Exchange of Traceability and ESG Credentials to Facilitate APEC Trade Flows'' project, which focuses on digital traceability and ESG data exchange in supply chains. While CTI_207_2023A project develops digital mechanisms to verify ESG compliance, this project builds foundational ESG awareness among MSMEs, addressing key challenges like lack of skills and funding. By conducting a three-day workshop, it equips MSMEs with practical ESG adoption strategies, ensuring they are better prepared to engage with digital traceability systems in future initiatives. Without this foundational knowledge, many MSMEs may struggle to participate effectively in APEC’s digital ESG frameworks. This project enhances supply chain inclusivity by helping smaller businesses align with sustainability standards before integrating into global trade systems. It bridges the ESG knowledge gap, strengthens stakeholder engagement, and supports broader adoption of APEC’s sustainable trade goals, making CTI_207_2023A more accessible and impactful.

Relevance

Region
Conduct an ESG capacity building program targeting MSMEs from the APEC economies can help address several key challenges and problems in the region regarding achieving Sustainable Development Goals. Furthermore, with economies accounting for 90% of world’s GDP had pledged to achieve net zero emission by 2050, it is vital for APEC economies to accelerate their efforts to reduce greenhouse gas emissions. Against this backdrop, many economies around the world have imposed various measures such as the European Green Deal to accelerate their effort to achieve SDGs, while China promotes the digital upgrading and green development of SMEs by encouraging the clustering development of SMEs. However, many industries in APEC economies lack of skills and financing resources to adopt consumption and production practices that are aligned with sustainability. This calls for the need for capacity building to help organisations understand the business case for ESG and effectively incorporate it into their operations. About 85% of companies are using multiple ESG reporting frameworks which evolves quickly makes it difficult for companies to produce their ESG reporting. Therefore, capacity building programs, such as training on Global Reporting Initiative (GRI) or Sustainability Accounting Standards Board (SASB) would be able to address this issue. Many businesses in APEC economies face challenges in accessing ESG financing and attracting responsible investments. Enhancing capacity in understanding ESG practices can help organisations develop investment-ready ESG strategies and improve their attractiveness to socially responsible investors.

Eligibility and Fund Priorities
This project is aligned with the founding priorities of APEC Support Fund (ASF) – Sub- Fund on Micro, Small and Medium Enterprises which aims to directly involve developing APEC MSMEs in project activities to support the building of inclusive economies through MSME-led poverty reduction. This project meets the eligibility criteria of the MSME sub-fund as it highlighted the objective of the “MSME access to international markets and global value chains (GVCs)” which focus to enhance the ability of MSMEs owned or led by women and other traditionally disadvantaged groups to participate in GVCs, and promote green awareness for enhancing MSMEs competitiveness to access international markets and GVCs.

Capacity Building
This project will enhance the capacity of APEC member economies by raising awareness on ESG in the Asia-Pacific region. By examining successful experiences and gathering input from diverse stakeholders, the project will help MSMEs to identify opportunities on ESG and attract investments that are SDG-aligned.

Objectives

The project aims to raise awareness and knowledge on ESG among APEC economies:

1. To provide guidelines on ESG reporting specifically on manufacturing sector.

2. To provide hands on training on stakeholder engagement, materiality assessment as well as data collection and recording

3. To provide a platform for sharing successful experiences and innovative approaches to promote ESG practices 

Summary Report that will capture the key discussion points recommendations for policy responses to ESG.

Alignment

APEC
This project contributes to the realization of the APEC Putrajaya Vision 2040, under the second economic driver, i.e. Strong, Balanced, Secure, Sustainable and Inclusive Growth. In addition, the collective action of Aotearoa Plan of Action calls for APEC economies to develop, encourage and exchange best practice policies and promote capacity building programmes, that address environmental challenges – including climate change – and support sustainable growth. Furthermore, the Key Action Area on ‘importance of advancing APEC’s sustainability objectives in a bold, responsive and comprehensive matter which focus on balanced, inclusive and sustainable growth, anchoring on the overarching concept of Bio-Circular-Green (BCG) Economy through promoting and facilitating ESG awareness among APEC’s economies. It will promote the global transformation required for ESG business environment.

Forum
This project aligns with APEC’s Strategic Plan 2021-2024 by enhancing MSME access to international markets and Global Value Chains (GVCs), particularly for women-led and disadvantaged enterprises. It supports SMEWG’s KPI by providing capacity- building, ESG integration, and digital transformation tools, enabling MSMEs to overcome trade barriers and improve competitiveness. Through interactive workshops and training, the project fosters innovation, sustainability, and inclusive growth, strengthening MSMEs’ resilience and participation in global trade. By promoting ESG compliance and sustainable business models, it directly contributes to APEC’s priorities of economic inclusion, trade facilitation, and long-term business sustainability.

1) Research Report

a) Purpose:

i) The Research Report will be an APEC Publication. The research report aims to provide an in-depth analysis of the challenges MSMEs face in adopting ESG principles and to offer practical solutions that enhance ESG integration across APEC economies. It will serve as a knowledge resource for policymakers, business leaders, and stakeholders seeking to develop strategies that promote sustainable business practices and supply chain participation for MSMEs. 

b) Contents:

The research report will consist of comprehensive sections, including: 

i) Executive Summary – A high-level overview of key findings, challenges, and recommendations. 

ii)  Introduction & Background – Explanation of ESG principles, their significance, and MSMEs' role in sustainability. 

iii) ESG Adoption Challenges – Analysis of key barriers faced by MSMEs, including lack of awareness, skills, and financial resources. 

iv)  Best Practices & Case Studies – Real-world examples of MSMEs successfully integrating ESG principles. 

v)  Policy Recommendations – Strategic guidance for governments and industry stakeholders to support ESG adoption. 

vi)  Conclusion & Next Steps – Summary of key takeaways and proposed action plans. 

vii) Annexes – Additional data, survey results, interview transcripts, or reference materials supporting the research.

2) Workshop

a)  Workshop Overview 

To enhance awareness and knowledge of Environment, Social, and Governance (ESG) practices among Micro, Small, and Medium Enterprises (MSMEs), a 3-day ESG workshop will be held in Kuala Lumpur, Malaysia. The workshop aims to address key challenges faced by MSMEs, including limited skills and funding, by providing structured guidance on ESG adoption, regulatory compliance, and stakeholder engagement. 

Participants, including approximately 50 representatives from economies, government agencies, and support organizations, will engage in expert-led discussions, practical training, and site visits to observe ESG implementation in real-world settings. The workshop will follow a full-day structure (7-8 hours per day) and include a final session dedicated to discussions, recommendations, and wrap-up. 

b)  Workshop Format 

The workshop will include a mix of speaker presentations, panel discussions, focus group discussions (FGDs), interactive Q&A sessions, and site visits to ensure a comprehensive learning experience. 

Evaluation Plan 

c) To assess the workshop’s effectiveness, ex-ante and ex-post evaluations will be conducted: 

Ex-ante evaluation: Conducted before the workshop (during registration), gathering participants’ baseline knowledge of ESG and key expectations. 

Ex-post evaluation: Conducted at the end of the workshop, assessing learning outcomes, satisfaction levels, and the potential impact on MSME business operations. A follow-up survey may be conducted three to six months later to evaluate long-term implementation.

e) Rationale for Site Visits & Added Value to the Project

The site visits are essential in reinforcing the workshop’s theoretical learning by demonstrating real-world ESG implementation in both large corporations (Petronas) and SMEs (Harith Carpenter Sdn. Bhd.). These visits allow participants to:

Observe ESG frameworks in practice, including sustainability reporting, green financing, and carbon management.

Engage with industry practitioners, gaining insights on overcoming ESG challenges. 

Compare ESG strategies in different business scales, helping MSMEs tailor their approach. 

Network with stakeholders, fostering collaborations for future ESG adoption. 

Enhance knowledge retention, as hands-on exposure is proven to reinforce learning. 

Importantly, the site visits do not exceed 30% of the total workshop duration, ensuring the majority of time is dedicated to expert-led training, interactive discussions, and practical exercises. By integrating real-world exposure with structured learning, the visits significantly enhance the workshop’s impact, equipping MSMEs with both the knowledge and confidence to implement ESG practices in their operations.

3) Project Summary Report

a)  Purpose:

The project summary report will provide a concise yet comprehensive overview of the project’s objectives, activities, key findings, and overall impact. It will serve as a quick-reference document for APEC officials, project participants, and other stakeholders interested in ESG capacity- building efforts for MSMEs. 

b)  Contents: 

i)  Project Overview – Objectives, scope, and significance of the ESG capacity-building program. 

ii) Summary of Activities – Key workshops, training sessions, stakeholder engagement initiatives, and research efforts. 

iii) Key Findings & Insights – Brief synthesis of the research report’s main findings on ESG adoption challenges. 

iv) Outcomes & Impact – Evaluation of the project's effectiveness in raising ESG awareness and enhancing MSME participation. 

v)  Recommendations & Future Steps – Strategic suggestions for policy and business implementation. 

vi)  Annexes – Supporting documents such as participant lists, survey summaries, and key workshop materials.

The project summary report will be a minimum 15 pages, excluding annexes, ensuring that all key information is captured concisely while maintaining substantive detail. 

This structured approach ensures that both reports provide valuable insights and practical guidance to drive ESG adoption and sustainability efforts among MSMEs in APEC economies.

Outcome
1) Enhanced Awareness & Skill Development: Participants will gain a comprehensive understanding of ESG, including environmental sustainability, social responsibility, and corporate governance, helping them recognize its relevance to their businesses. Through interactive workshops, they will engage in practical training on ESG reporting, stakeholder engagement strategies, and sustainability assessments, equipping them with the necessary skills to integrate ESG principles into their operations effectively.

2) Regulatory Compliance Knowledge: To ensure participants gain a strong understanding of local and international ESG regulations, the workshop will feature expert presentations from regulatory bodies, case studies illustrating compliance successes and failures, and interactive Q&A sessions for industry-specific clarifications. Hands-on compliance framework workshops will guide participants in assessing their businesses against key ESG requirements, identifying gaps, and developing action plans. Additionally, a post-workshop resource pack with regulatory guidelines, compliance checklists, and reference materials will support ongoing implementation.

3) Strategic Visioning and ESG Action Plans for Long-Term Sustainability: The workshop will help MSMEs integrate environmental, social, and governance (ESG) principles into their strategic planning, ensuring long-term sustainability. Participants will receive guidance on developing actionable ESG strategies, setting measurable objectives, and embedding sustainability into their business models. Additionally, they will learn effective monitoring and evaluation techniques to track progress, assess impact, and make data-driven improvements. The medium- to long-term impact of this initiative will be measured through follow-up assessments, including an ex-post evaluation questionnaire. This questionnaire will explore the likelihood of participants applying the provided guidance in their business strategies and ESG monitoring practices. By equipping businesses with structured action plans and performance assessment tools, the workshop ensures continuous adaptation and long-term ESG success while allowing the project to assess its effectiveness in fostering ESG integration and business resilience among MSMEs.

Beneficiaries

All APEC economies are invited to participate in the project, especially relevant private sector representatives and government officials. Key stakeholders, such as officials from the public sector, private sector, chambers of commerce and industry associations, play a crucial role in driving the sustainability agenda. The strategies and recommendations that emerge from their exchanges will be valuable for public sector decision-making, researchers, and other APEC fora, including the SMEWG and Committee on Trade and Investment (CTI). 

In addition to the primary beneficiaries, the project will also benefit secondary stakeholders, including academia, think tanks, financial institutions, and non- governmental organizations (NGOs). These groups will gain insights into ESG best practices, policy trends, and implementation strategies, which can support further research, advocacy, and investment in sustainable business practices. Furthermore, MSMEs beyond the direct participants may also benefit indirectly through the dissemination of knowledge, case studies, and policy recommendations developed through the project.

Dissemination

The output documents to be disseminated in this project will primarily include a report on the research of Environment, Social, and Governance (ESG) indicators and practices among Micro, Small, and Medium Enterprises (MSMEs) and a project summary report on the workshop. 

The ESG research report will be submitted for endorsement and shared as an official APEC publication, primarily in electronic format, with all participants and relevant stakeholders. This report will serve as a valuable resource for MSMEs, providing insights and guidelines on effectively implementing ESG practices. 

The target audience for the study will be government officials involved in ESG policy formulation, researchers, scholars , non-governmental organizations, business leaders, and entrepreneurs in sectors related to Environmental, Social and Governance activities. There is no commercial intention behind this publication. For the project summary report, the team plans to submit it to SMEWG Members as a project archive, rather than as a formal publication, and it will primarily be distributed electronically to all participants and interested parties.

There are various ways for beneficiaries to obtain outcomes and experiences from this project. Throughout the workshop, participants will gain a deeper understanding and improved awareness of the significance of ESG practices in fostering sustainable development within their communities and businesses. Upon completion of the project, participants will have access to workshop materials and research report, enabling them to share insights with a broader audience within their respective economies. Possible next steps include: 

- Continuing to organize workshops to facilitate discussions and exchanges on the development of environmentally responsible cities and communities, tracking the progress of various economies in this area, identifying best practice cases, and promoting the sharing of effective strategies. 

- Enhance communication and idea exchange with the existing group, as well as sharing outcomes with relevant international workshops especially SMEWG-related events. The ESG practices research report will assist urban planners and decision- makers in understanding the importance of integrating sustainability into urban development, promoting sustainable economic growth through responsible business practices, and contributing to APEC's economic recovery.
