Project Summary

The project regards to the exchange of the best practices and experiences on developing indicators for measuring the achievement of the objectives established by the fisheries management regulations of two resources with a critical presence in the Pacific Ocean, as part of the regulatory impact assessment process. The goal is to improve the capabilities to design and to apply indicators in order to efficiently conduct an ex post assessment of rules on fisheries management of jack mackerel and jumbo flying squid resources considering social, biological and economic dimensions with the aim at contributing to the sustainability, conservation and responsible use of these resources.

Relevance

Region
The issue to be solved by the project is the inadequate measure of the achievement of the objectives established by the fisheries management regulations on the jack mackerel and jumbo flying squid due to the incipient skills and the limited knowledge of the staff responsible for conducting the RIA Ex Post. This situation hinders the capability to monitor the levels of conservation of jack mackerel and jumbo flying squid, resources that are shared throughout the APEC region, and prevent from to ensure that regulations perfom efficiently reducing trade opportunities which negatively affects, in particular, the APEC developing economies.

Eligibility and Fund Priorities
In accordance with the APEC Accord on Innovative Development, Economic Reform and Growth, this project is eligible for the IERG Sub-Fund, because it contributes to the priorities of “Implementing APEC Initiatives on Blue Economy cooperation”, by contributing to sustainable management and conservation of ocean and coastal resources, to foster economic growth, and creating better opportunities for artisanal fishermen and women economic participation, which will, in turn, also contribute to “overcoming the Middle-Income Trap” in vulnerable communities of APEC economies, particularly developing ones. In addition, this project will promote capacity building on economic policy, regulatory coherence and good regulatory practices which are also priorities of the APEC Accord on Innovative Development, Economic Reform and Growth.

Capacity Building

This project supports the APEC economies' objectives of building capacity to achieve sustainable growth and equitable development in the Asia-Pacific region. In addition, the project supports global efforts to comprehensively address all environmental challenges - APEC Putrajaya Vision 2040 on "Strong, Balanced, Secure, Sustainable and Inclusive Growth".

This project will allow member economies, particularly developing economies like Peru, to obtain, share, strengthen, maintain and develop knowledge and skills to design indicators and to perform data based analysis in the ex post assessment process of fisheries management regulations as well as to improve their regulatory practices in order to promote free and open trade and investment in the APEC region.

Objectives

The objectives of the project are (i) to improve the staff skills and knowledge to develop indicators to efficiently measure the achievement of the objectives established by the fisheries management regulations on the jack mackerel and jumbo flying squid as part of the Regulatory Impact Assessment (RIA) Ex Post; ii) to exchange experiences and good regulatory practices on the application of the RIA Ex Post for fisheries regulations by the APEC economies; and iii) Contribute to improve the levels of conservation of the hydrobiological resources mentioned through high quality regulatory environments in the APEC region.

Alignment

APEC
The project supports the following APEC goals and declarations: i) The Aotearoa Action Plan emphasized the collective actions that economies would take to work towards the sustainable management of agriculture, forestry, marine resources and fisheries, including through the implementation of APEC roadmaps on marine debris and the fight against IUU fishing, and commitments to combat illegal logging and associated trade; ii) The global efforts to comprehensively address all environmental challenges as per guided in the APEC Putrajaya Vision 2040 on "Strong, Balanced, Secure, Sustainable and Inclusive Growth"; and, iii) The blueprint for advancing good regulatory practices in the APEC region (Committee on Trade and Investment (CTI), Sub-Committee on Standards and Conformance (SCSC), November 2023).

Forum
The project is aligned to the Forum as the OFWG is one of the Key Responsible SCE Sub-fora of the ECOTECH Medium-Term Priorities (APA ECOTECH-related Collective Actions) "Work towards the sustainable resource management of agriculture, forestry and marine resources and fisheries, including by implementing the APEC Roadmaps on Marine Debris, and Combatting Illegal, Unreported and Unregulated (IUU) Fishing, and commitments to combat illegal logging and associated trade". As mentioned, one of the objectives of the project is contributing to improve the level of conservation of hydrobiological resources such as jack mackerel and jumbo flying squid, and therefore the sustainable management of the aforementioned resources, which are shared throughout the APEC region.

Beneficiaries and Outputs

Output

1) Virtual Survey

A virtual survey will be developed to characterize the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies. 

The survey is aimed at government agency officials in charge of the

the monitoring and assessment of jack mackerel and jumbo flying squid management regulations in APEC economies. At least 11 APEC economies are encouraged to participate. 

The survey results will be discuss on the 2-day Workshop with experts in the field for discussion and conclusions; in order to identify capacity gaps and opportunities of improvement. 

The key findings will also be incorporated in the Recommendations report.

2) 2-Day Workshop

A two (2) day in-person workshop (07 hours per day) will be held to share the results of the survey and exchange experiences in the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies. 

It is expected to have 30 participants from 21 APEC economies. It is considered to invite to government agency official and policymakers of APEC economies, members of civil society, representatives of the academy, who are involved with policy development, as well as artisanal fishermen, regional governments and business associations. 

An ex ante and Post-workshop Evaluation will be considered to measure the impact of capacity building.

The workshop will be structured in the following issues (Draft Agenda): Day 1:

-  Presentation of survey results.

-  Discussion and conclusions of survey results.

-  Identify capacity gaps and opportunities of improvement.

-  Presentation of Economies 1, 2, 3, 4: Experiences in jack mackerel and jumbo flying squid management monitoring and evaluation systems in economies 

Day 2:

-  Presentation of Economies 5, 6, 7, 8: Experiences in jack mackerel and jumbo flying squid management monitoring and evaluation systems in economies

-  Presentation of Economies 9, 10,11: Experiences in jack mackerel and jumbo flying squid management monitoring and evaluation systems in economies

-  Post-workshop Survey forms

3) Recommendation Report

The objective is to present a final report with the key findings from the Virtual Survey, recommendations, best practices or guidelines regarding the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies. The report must have a minimum length of 25 pages excluding annexes, with a rough structure of introduction, studies carried out, main results, conclusions and recommendations. The report will be published as APEC Publication.

Outcome
1) Increase knowledge and the application of the best practices on the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.

2) Strengthening the knowledge in the application of the best practices on the development of indicators for ex- post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.

3) Development of Skills and Capabilities on the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.

4) Improve public policies and the ex post evaluation process regarding the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.

Beneficiaries
The project directly benefits government agency officials and policymakers of APEC economies, responsible for the monitoring and assessment of jack mackerel and jumbo flying squid management regulations, because it is expected that, at the end of this project, the policymakers will develop the knowledge and skills to design indicators and to perform data based analisys in the ex post assessment process of fisheries management regulations as well as to improve their regulatory practices. The indirect beneficiaries will be fishermen and general population since a better monitoring and evaluation system will allow the adoption of better conservation and management standards that generate greater sustainability of the resources, and thus, more satisfaction of the needs of population in terms of food security. Other indirect beneficiaries will be APEC developing economies and private sector companies which will be enabled to seek for trade opportunities and investments due to a good regulatory environment promoting economic growth.

Dissemination

-  The survey will be shared via email or online survey platform with APEC economies.

-  The Recommendation Report will be an APEC publication and shared with the participants and whole APEC economies.

-  The Recommendation Report will be APEC publication and uploaded on APEC publication database.

- The target audience is government agency officials and policymakers of APEC economies, fishermen and general population, APEC developing economies and private sector companies. Other target audience could be: academics, NGO researchers and key actors in the fishing and aquaculture activities.

Linkages

The efficient measurement of the achievement of the objectives of the fisheries regulations allows to ensure the sustainable management of hydrobiological resources for the benefit of fishermen/women and the population in general, as well as to improve the regulatory environment reducing economic burdens and costs to promote trade and investment.

In the jack mackerel and jumbo flying squid cases, they are two fisheries that by their nature move between maritime zones of several of the APEC economies and the high seas. For that reason, it is necessary for the APEC economies to share experiences and knowledge to standardize procedures and instruments for making, assessing and changing regulations which will allow to implement measures for the conservation and management of these resources based on the principles of sustainability that are agreed upon in the OFWG for better coordination in the Asia-Pacific region. It is important to mention that the project is linked also with the APEC Sub-Committee on Standards and Conformance (SCSC)′s objective related to “Promote good regulatory practices in the preparation, adoption and application of standards, technical regulations and conformity assessment procedures”. As well as, with the 2030 Agenda and the Sustainable Development Goals. In this case, the goal number 14: conserve and sustainably use oceans, seas and marine resources for sustainable development.

Sustainability

A better monitoring and evaluation system will allow the adoption of better conservation and management standards that generate greater sustainability of the marine resources, and thus, more satisfaction of the needs of population in terms of food security. 

The goal of this project is to improve the capabilities to design and to apply indicators in order to efficiently conduct an ex post assessment of rules on fisheries management of jack mackerel and jumbo flying squid resources considering social, biological and economic dimensions with the aim at contributing to the sustainability, conservation and responsible use of these resources.
