This project supports the APEC economies' objectives of building capacity to achieve sustainable growth and equitable development in the Asia-Pacific region. In addition, the project supports global efforts to comprehensively address all environmental challenges - APEC Putrajaya Vision 2040 on "Strong, Balanced, Secure, Sustainable and Inclusive Growth".
The objectives of the project are (i) to improve the staff skills and knowledge to develop indicators to efficiently measure the achievement of the objectives established by the fisheries management regulations on the jack mackerel and jumbo flying squid as part of the Regulatory Impact Assessment (RIA) Ex Post; ii) to exchange experiences and good regulatory practices on the application of the RIA Ex Post for fisheries regulations by the APEC economies; and iii) Contribute to improve the levels of conservation of the hydrobiological resources mentioned through high quality regulatory environments in the APEC region.
A virtual survey will be developed to characterize the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.
The survey is aimed at government agency officials in charge of the
the monitoring and assessment of jack mackerel and jumbo flying squid management regulations in APEC economies. At least 11 APEC economies are encouraged to participate.
The survey results will be discuss on the 2-day Workshop with experts in the field for discussion and conclusions; in order to identify capacity gaps and opportunities of improvement.
A two (2) day in-person workshop (07 hours per day) will be held to share the results of the survey and exchange experiences in the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.
It is expected to have 30 participants from 21 APEC economies. It is considered to invite to government agency official and policymakers of APEC economies, members of civil society, representatives of the academy, who are involved with policy development, as well as artisanal fishermen, regional governments and business associations.
An ex ante and Post-workshop Evaluation will be considered to measure the impact of capacity building.
The workshop will be structured in the following issues (Draft Agenda): Day 1:
- Presentation of survey results.
- Discussion and conclusions of survey results.
- Identify capacity gaps and opportunities of improvement.
- Presentation of Economies 1, 2, 3, 4: Experiences in jack mackerel and jumbo flying squid management monitoring and evaluation systems in economies
Day 2:
- Presentation of Economies 5, 6, 7, 8: Experiences in jack mackerel and jumbo flying squid management monitoring and evaluation systems in economies
- Presentation of Economies 9, 10,11: Experiences in jack mackerel and jumbo flying squid management monitoring and evaluation systems in economies
The objective is to present a final report with the key findings from the Virtual Survey, recommendations, best practices or guidelines regarding the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies. The report must have a minimum length of 25 pages excluding annexes, with a rough structure of introduction, studies carried out, main results, conclusions and recommendations. The report will be published as APEC Publication.Outcome1) Increase knowledge and the application of the best practices on the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.2) Strengthening the knowledge in the application of the best practices on the development of indicators for ex- post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.3) Development of Skills and Capabilities on the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.4) Improve public policies and the ex post evaluation process regarding the development of indicators for ex-post regulatory impact assessment of regulations on fisheries management for jack mackerel and jumbo flying squid in the Asia-Pacific economies.BeneficiariesThe project directly benefits government agency officials and policymakers of APEC economies, responsible for the monitoring and assessment of jack mackerel and jumbo flying squid management regulations, because it is expected that, at the end of this project, the policymakers will develop the knowledge and skills to design indicators and to perform data based analisys in the ex post assessment process of fisheries management regulations as well as to improve their regulatory practices. The indirect beneficiaries will be fishermen and general population since a better monitoring and evaluation system will allow the adoption of better conservation and management standards that generate greater sustainability of the resources, and thus, more satisfaction of the needs of population in terms of food security. Other indirect beneficiaries will be APEC developing economies and private sector companies which will be enabled to seek for trade opportunities and investments due to a good regulatory environment promoting economic growth.
