Project Summary |
This project aims to find appropriate digital solutions by fostering Smart Silver Innovation in the APEC region. The APECTEL DPSG project “Smart Silver Innovation Phase 1” since 2019 obtained fruitful results and significant findings. And Phase 2 from 2023 built on the former project from theory to practice, with open innovation under the DX scheme. Phase3 will focus on the following: (1) Utilizing innovative technologies that will contribute to target 3 and 10 of the SDGs. (2) Contribution to well-being and QoL for the ageing (3)Promoting regular exercise and improving healthcare (4)Effective digital government for advancing digitalization for the ageing society and (5)Establishing the model of a “Smart Silver City” with emphasis on digital inclusion and infrastructure. Also, we focus the following 5 elements: 1. Future oriented 2.data-driven 3. emerging technologies 4.result-oriented based upon the outcome of workshop and 5.comprehensive/interdisciplinary approach, and AI usage

The project draws upon the cooperation and participation of government, academia and private sectors, and addresses the challenges of supporting a healthy ageing society empowered by digital technology. The project will focus on the effective usage of emerging technologies for digital and ageing societies. These technologies have great potential benefits to the ageing societies in the APEC economies. The conduct of workshop programs would provide an excellent occasion for HRD and capacity building among these sectors. These technologies and applications as well as international collaboration have great impact to the ageing society in the APEC economies as productive lessons would be generated from this project. The proportion of the total population in the APEC region who are aged 60 years or over will increase to 10% by 2030.(1). As for importance of silver innovation and economy, Ageing Asia projected silver economy market value in Asia and Pacific by 2025 which will be US$ 4.56 trillion, an increase of 43% from 2015(2). Therefore, skyrocketing increase of government expenditure on health, pension and well-being for senior citizens is a growing global societal issue . This project will challenge to solve the problems on capacity building organized by top universities in the region and pragmatic research activities. Eligibility and Fund Priorities
This project will focus both on capacity building in human resource development of digital workforce among top universities in developing as well as developed economies in the region and inclusion of women. In addition, the project gets input from a broad range of stakeholders such as academia, private sector and civil society. As for digital economy priorities of the roadmap, it will cover the following subjects: Development of digital infrastructure; Promoting innovation and adaptation of enabling technologies and services; Enhancing inclusiveness, safety and security of Internet and Digital Economy for all; long term and integrated sustainable economic growth. Also, this project will use evidence-based, result-based and data driven methods. The population ageing has increased to of implementation, and using internationally recognized data. AI-driven silver economy /society will be supported by promoting dynamic innovation with new business. start-up and SME groups.
Capacity Building The project strengthens the cooperation and participation of government, academia, and private sector in the fields of digital inclusion and well-being for ageing populations. The project will also build capacity through networking / creating variety of courseware among 9 universities in 9 economies with online education / reskilling methods. Human resource development will also be built through workshop and other means. Top member universities in economies have mutual collaboration to implement courseware. The following developing economies will get benefit from this program- especially Indonesia and Thailand - as co-sponsoring economies in terms of capacity building transfer of technology on voluntary and mutually agreed terms for SDGs as well. The various issue on the ageing will be serious in APEC region in the future. to avoid the shortage of human resources to solve this issue, this project will be fruitful among APEC economies which will be suffered from this problem.

1. To develop a smart silver society model by digital innovation will implement test beds for questionnaires and field surveys in the relevant fields. 2. This project will try to expand to consider the inclusiveness of all generations to support healthy ageing societies. 3. To discuss the policy agendas for DX solution in the ageing society through workshop. 4. To find effective solutions for policy agendas as multiple objectives.
5.The project will impact on new economic frame work. 6.The project team will plan a strong connection between the objective and the outcome with relevant APEC priorities.

APEC The project will contribute to the statements of AIDER Roadmap Key Focus Area 10 “Enhancing inclusiveness of internet and Digital Economy”. This project is needed based on expansion of academic institutions which pay attention to skyrocketing population ageing, rapidly developing destructive technologies and convergence of both digital and ageing societies. The growth in the number of older people in the APEC region has great potential to generate economic benefits and opportunities for social integration; digital strategies can lower healthcare costs and improve the quality of life for the ageing. The results of this project will contribute to Target 3 [good health and well-being]and 10 [reduced inequalities] in the 2030 Agenda for Sustainable Development as well. This project will contribute to the APEC [Putrajaya Vision 2040] economic drives of “Innovation and Digitalization” and “Strong, Balanced, Secure, Sustainable and Inclusive Growth” by capacity building programs among participating universities. Both [TEL Strategic Action Plan] and our project encourage Public Private Partnership and multiple and diversified stakeholders’ participation. The digital markets in the respective economies will grow more rapidly and specific sectors such as digital industries, robotics, health and social care will enjoy benefits. The project will promote realistic methods of collaboration. Therefore, it will cover support of sustainable economic growth and prosperity in the region, corresponding to the primary goal of APEC. Why APEC is the best platform for this project - there are 3 factors as follows: (1) Ageing populations and the impact on societies is a common concern within the APEC region, including in Japan, China, Korea, Chinese Taipei and Singapore, (2) co-existence between developed and developing economies for capacity building; and
(3) there are 9 sponsoring and co-sponsoring economies both in developed and developing economies for implementing the project.
Forum This project aligns with TELWG Strategic Action Plan goals: Objective 2 of DPSG section: Actions "Promote digital inclusion" and "Share initiatives” in "Improved ICT literacy and competency among individuals and organizations, and further ICT leadership and governance capacity with the understanding of potential applications, challenges, benefits and risks of new technologies" In addition, project is consistent to the priorities "ICT policies and Regulations to enable innovation, economic integration and Inclusiveness.

Outputs
1) Pre-Workshop Research
As for the on-going self funded research from universities, the innovation on the ageing society's issues has been focused on. Both surveys' results will be showed as incorporating outputs for the objectives of the workshop guiding strategic /policy agendas since pre- workshop survey is a part of the research work and post-workshop survey is a part of workshop output. Findings from the surveys will be incorporated in Output 3 (e-Book). The surveys are focused on: 1.healthcare, 2.smart city, 3.well-being, 4.quality of silver life During the surveys, the team will sort out targeted experiences on the best practice in APEC region with respect to preparation for future issues. The research will be conducted through online research and interviews with experts in the field. The Outcomes Report will also summarize the workshop and its discussion and recommendations. The minimum number of pages excluding annexes will be a range of 10-12 pages and will cover examples from the innovative frameworks and emerging practices by economy, while also highlighting cases that might exist in other instances.
2) Capacity Building Workshop
1. The two-days, in-person, APEC-wide capacity building workshop, to be scheduled alongside a TEL meeting in Korea, provides a platform for in- depth discussions on the findings and recommendations outlined in the Outcomes Report, fostering collaboration and knowledge exchange among policymakers, regulators, industry experts, academia, and civil society representatives. .About 40 participants will be expected. Also, APEC foras will be invited. The project Phase 1 started in 2019 and move to the phase 2 from 2023 enjoyed the fruitful outcome. The phase 3 will be extension of these 2 prior projects. Therefore, the significant workshop August 2025 will be the culmination since 2019. The workshop will discuss both the promotion of smart silver industry for economic growth and capacity building guiding silver innovation. 3. It will focus on the issues of skyrocketing population ageing. Through targeted presentations, roundtable discussions, and interactive sessions, participants will have the opportunity to delve into key technological considerations, emerging best practices, and innovative solutions for harnessing comprehensive technology to bridge the digital divide and drive socio-economic development within the APEC region. 4. Major topics will be divided into 10sectors: 1. Capacity building, 2. AI and DX, 3. Healthcare, 4. Senior employment, 5. Smart city, 6. Digital Government, 7. e-mobility, 8. Disaster risk for senior people, 9. Entertainment / leisure, 10. 5G. Also, the workshop will include discussion of increasing female participation in decision-making related to healthcare service policy and well-being environment, including sharing of economies’ best practices in this field.
3) e-Book (Publication)
The e-Book will be the summary for the result of above workshop and include a variety of fact-findings and recommendations. 1. To gather the data from each member economy as well as the above workshop. 2. To gather reports, edit and publish it. 3. A collection of the best practices will be included in the e-book. The title of the E-book will be [Silver Innovation in Asia and Pacific region] and the contents will be as follows: Ch.1 Trends and forecast of Population Ageing Ch.2 Global Silver policy agendas Ch.3 DX and AI for Ageing society Ch.4 Case Studies - Healthcare, Senior employment, e-mobility, Smart city and Digital Government Ch.5 Economy case study - Japan, Korea, China, Singapore Thailand, USA Ch.6 Policy recommendations The e-book will draw on the learnings of the workshop and previous Smart Silver events. It will include case study chapters from each of the participating universities, sharing their economies experiences of digital solutions responding to the needs of ageing societies.
Outcome 1) Member economies will become more aware and recognize importance of silver innovation by identifying best practices. This outcome will be measured by pre-event survey and post-event survey.
2) Enhanced understanding: By bringing together APEC members to engage in peer-to-peer learning, policymakers, regulators, and multi-stakeholders will gain a deeper understanding of the technical considerations surrounding the deployment of silver-oriented services in APEC economies.
3) Strengthened Policy Frameworks: The Outcomes Report will provide evidence-based recommendations for refining and adapting policy frameworks to support the silver innovative services to address digital connectivity and development needs. The workshop and Outcomes Report will equip policymakers with actionable insights to develop and implement policies that promote and digital inclusion across diverse sectors of the economy.
4) Intersectoral Collaboration: The Workshop and Outcomes Report will foster collaboration among multi- stakeholders from government, industry, academia, and civil society.By bringing together diverse perspectives and expertise, stakeholders collaborate on innovative solutions, partnerships, and initiatives aimed at accelerating the adoption of silver society and advancing digital inclusion goals within the APEC region. The end of workshop evaluation forms will also highlight intersectoral and international collaboration.
Beneficiaries
1. Primary beneficiaries as key stakeholders will be civil society including ageing population, the business, and academia on Smart (Digital) Silver Innovation. More specifically, 1) Civil society, 2) ICT industry, 4) Academia, 2. Since the impact is great in economic development, the project will produce various value-added business opportunity with such groups as rapidly growing e-health, digital infrastructure, e-mobility, smart city, and also it will influence for future policy agendas. 3. [Indirect beneficiaries] since the Team members are prominent professors, they will contribute the benefits of new knowledge practices to general public, civil society and industry as well as their students as long-term beneficiaries. 4. Participation will be invited from TELWG members and interested non-members (agreed by economies), members of other relevant APEC forums, industry participants and representatives of civil society organizations and other interested parties from APEC economies.

1. The documents and reports will be an APEC publication (as electric publication). 2. E-book will be submitted as significant tool for the best practices of member economies on silver innovation. 3. To have channels of APEC website, social media, each researcher's own website. Publication's target will be all related APEC economies on the ageing issues and academia, business, government sectors which will be faced in the future.

Linkages |
The current project has previously organized a few events with OECD and IAC (International Academy of CIO) as non-APEC stakeholders and will continue to work with them. Also, we will continue to promote collaboration with experts’ group on digitalization. Joint meetings and research with Economic Committee (EC) and Health Working Group (HWG) of APEC, in addition to OECD and IAC, UNESCO, PECC (Pacific Economic Cooperation Council), ASEM (Asia-Europe conference) will be promoted to establish excellent international network. To avoid duplication of work by other fora or fora outside APEC, close consultation with relevant fora will be conducted. PO's Waseda University has organized the workshops on silver economy and digital innovation with OECD and EU respectively, therefore PO has lots of experiences with leadership beside APEC. The project will invite HWG, EC, DESG and PPSTI to the workshop. 1. After APEC funding project (Phase3) completion, we will continue a follow-up Phase 4 with APEC Fora and non-APEC international organizations for future events. Phase 4 project will be self-funded in TEL. 2. to materialize the results and recommendations for best practices by the workshop and book, we will maintain strong engagement with various stakeholders in many events as follow-up sessions. 3. The proposed project is aimed at benefiting developing member economies to facilitate service / business model exchanges, sharing experiences with successful silver market approaches by developed economies. 4. This project directly at facilitation of innovation of assistive technologies and applications for ageing society. 9 leading universities in 9 economies as a project team will continue to work on this target. 5. It will be the best opportunity to find out appropriate solutions with future foresight as a follow-up framework, caused by comprehensive issues including ageing, mobility, smart-city, well-being and so on in APEC region.
