Project Summary

Food security has become critical due to rising food prices, population growth, water scarcity, environmental pollution and climate change. Utilizing emerging technologies like IoT, Big Data, and AI is essential for APEC economies to mitigate climate change impacts, enhance productivity, and ensure food security with sustainable farming practices.

This project aims to empower MSMEs with these technologies and sustainable practices to improve food security. Collaborating with APEC experts (PPFS, SME WG and ATC WG), it will compile a report using technological surveillance and competitive intelligence, incorporating best practices, government support strategies (physical and human capital), and research related to MSME food security. The report, scheduled for completion by October 2025, will support a hybrid workshop in February 2026 in Piura, Peru.

During the hybrid workshop, industry experts will share findings with agricultural MSMEs and policymakers, facilitating actionable steps to enhance food security.

Relevance

Region

In alignment with the Principles for Achieving Food Security Through Sustainable Agri- food Systems in the APEC Region, it is imperative to address food security as a pressing global challenge [1]. Transitioning to sustainable and reliable agri-food systems is crucial for safeguarding the health and well-being of populations and bolstering economic stability. Given the escalating global population—rising (From 1000 million people in 1950, the global population surged to 8000 million by 2022 and is projected to reach 9700 million by 2050 [2]), coupled with finite resources and the looming threats of climate change.In 2022, 9.2% of the global population experienced chronic hunger, a significant increase from 2019. Furthermore, around

2.4 billion people faced moderate to severe food insecurity, marking an alarming rise of 391 million people since 2019 due to insufficient access to food [3]. 

In line with APEC Principles [1], it is critical the role of smallholder, micro-, small-, and medium-sized enterprises (MSMEs) in fostering inclusive, resilient, and sustainable agri-food systems. However, the implementation of sustainable agricultural practices must be context-specific, ensuring the efficient use of key resources such as soil, water, and fertilizers. These practices should be designed to be environmentally friendly, technically feasible, economically sound, and socially equitable. Furthermore, it is vital to advocate for advancements in research, technology, and innovation to boost agricultural productivity while simultaneously enhancing environmental health and preserving biodiversity. 

To fortify food security, this project underscores the importance of leveraging emerging technologies, particularly for MSMEs. The technological surveillance and competitive intelligence report will pinpoint significant advancements in research, technology, and innovation that can enhance the resilience and productivity of agricultural MSMEs within APEC economies.

Eligibility and Fund Priorities

This project aims to apply for the APEC Support Fund (ASF) – General Fund because are focused in three key topics: digital and innovation (emerging technologies), food security and MSMEs ecosystem. The project will produce a report on key emerging technologies that can be implemented in agricultural MSMEs to boost food security. The report will focus on innovative solutions based on emerging technologies that enhance productivity and resilience in MSMEs across APEC economies.

The workshop will primarily invite participants from the food security ecosystem, including stakeholders from both the public and private sectors. Building their capacity (farmer, entrepreneurs and policy maker) is a core objective of the workshop, achieved through mentorship from APEC experts. Strengthening relationships among stakeholders in the agricultural sector is also a key aim. During the workshop, APEC experts will share insights on the innovation and adoption of technologies such as IoT, Big Data, AI, and sustainable farming practices, focusing on their application in enhancing food security. The outcomes of the workshop, including the identified opportunities for using emerging technologies, will be disseminated across APEC economies. This dissemination will empower and build the capacity of the participants, leading to improved productivity and resilience in the agricultural sector.

Capacity Building
The application of emerging technologies in food security, such as IoT), Big Data, and AI, is crucial for the agricultural MSME ecosystem (public and private sector) within APEC economies. The information provided in the report and through the hybrid workshop will offer key solutions to enhance the productivity and resilience of MSMEs. The innovative solutions shared during this project will foster creativity and drive within the sector. Moreover, the hybrid workshop will address the challenges MSMEs face by facilitating collaboration with other entrepreneurs from APEC economies. This will strengthen collaborative links and promote the exchange of experiences among participants. To maximize engagement, the hybrid workshop will include an interactive platform, enabling participants from all APEC economies to join and contribute.

Objectives

The objective of this project is to build the capacity of APEC member economies to enhance food security by introducing emerging technologies such as IoT, Big Data and AI, alongside sustainable farming practices. The project aims to improve resilience and productivity in agricultural MSMEs, addressing food security challenges through innovation and sustainability.

This will be achieved by assessing research, best practices, and government support strategies related to food security, with a focus on MSMEs. The project will leverage technological surveillance and competitive intelligence tools, and benefit from the collaborative support of APEC experts (SME WG and ATC WG).

This proposal aligns with the Putrajaya Vision 2040, specifically emphasizing Innovation and Digitalization to empower businesses in a globally connected economy. It also promotes strong, balanced, secure, sustainable, and inclusive growth by fostering quality development that provides tangible benefits and enhances the health and well-being of all, including micro, small, and medium-sized enterprises (MSMEs).The integration of emerging technologies can significantly bolster food security and improve the resilience and productivity of agricultural MSMEs by fostering innovation and sustainability. By analyzing current research, best practices, and government support strategies focused on food security and MSMEs, this project aims to identify new opportunities and innovative approaches that can be shared across APEC economies. 

Furthermore, this initiative is in harmony with the Implementation Plan of the Food Security Roadmap Towards 2030. It supports the exchange of strategies and best practices that enhance sustainable productivity in the agri-food sector, particularly for MSMEs and small-scale producers. The project continues to advocate for the empowerment of MSMEs through innovation by addressing systemic barriers to entrepreneurship and strengthening capacity-building efforts. Sharing these insights and strategies will contribute to the overarching goal of sustainable and inclusive food security across the APEC region.

Forum

This initiative is in alignment with the PPSTI Strategic Plan (2016-2025), specifically Subgroup B, which focuses on "Promoting an Enabling Environment for Innovation." It aims to organize a workshop dedicated to the adoption of emerging technologies to enhance food security. By fostering an environment where innovative solutions can thrive, this initiative supports the development of resilient and sustainable agri-food systems.

The workshop will leverage insights from the technological surveillance and competitive intelligence report, prepared in collaboration with experts from the APEC Policy Partnership on Food Security (PPFS), APEC Small and Medium Enterprises Working Group (SME WG) and the Agricultural Technical Cooperation Working Group (ATC WG). During this event, APEC experts will present key technologies that have significant potential for use by MSMEs in APEC economies to improve food security. These insights will be crucial in identifying practical and impactful applications of technology to bolster the resilience and productivity of agricultural MSMEs.

The methodology, technological surveillance and competitive intelligence, involves tracking scientific, technical, and market developments through databases, publications, and industry reports. It focuses on monitoring emerging technologies and market trends while analyzing strategies and innovations. Through benchmarking and trend analysis, it generates actionable insights that support strategic decision-making for innovation and resilience. 

The Preliminary Report will be shared along with the workshop invitation to provide background information and ensure informed participation.

It will also be distributed to APEC economies (PPSTI, PPFS, SMEWG, and ATCWG), to encourage their participation in the workshop and allow them to provide feedback on the document before the final report is completed.

2) 2-Day Hybrid Workshop (In-Person and Virtual)

To be held in February 2026 in Piura, Peru. This workshop will bring together industry experts, agricultural MSMEs, and policymakers to discuss the application of emerging technologies (such as IoT, Big Data, and AI) in improving food security. The workshop will include an interactive platform (funded by PO organisation) to facilitate participation from all APEC economies. 

Note: The virtual component of the workshop will be available exclusively to APEC members unable to attend in person. Real-time access to the sessions will be provided via live streaming, with no audio or video recordings, only for APEC members approved to participate in this workshop. While in-person attendance is prioritized to foster stronger interactions, the virtual option ensures broader participation, allowing a diverse range of stakeholders to contribute meaningfully to the discussions. 

Workshop Session Format: Each session will include:

1. Expert Presentations (40–50 min): Virtual participants can submit questions via chat or polling tools to maintain engagement.

2. Panel Discussions (30–50 min): Actively moderated to ensure participation from both in-person and virtual attendees. Questions can be collected in advance or during the session. Live polls and interactive forums will be used to enhance engagement.

3.  Group Work (30–60 min):

In-person attendees: Table discussions.

Virtual attendees: Breakout rooms (Zoom/Teams).

Each group will discuss and capture key insights. Digital collaborative tolos can be used for real-time input.

4.  Summary and Closing (20 min):

Each group (in-person and virtual) presents key takeaways. 

Virtual Participation Strategy

A 3-4 hour per day will focus on maximizing the participation and contributions of online attendees through interactive discussions. Each session will allocate more than one hour to encourage virtual attendee participation. Live Q&A sessions and breakout rooms will be used to facilitate engagement. 

DAY 1 

Session 1: Setting the Context of Food Security in APEC (3h)

The first session will establish the foundation for the workshop by defining food security within the APEC region. Discussions will cover the current state of food security, key challenges faced by APEC economies, and the potential role of emerging technologies in addressing these challenges.

This session aims to align participants on the importance of collaborative efforts to enhance food security across diverse economic and agricultural contexts. 

Session 2: Impact of Climate Change on Food Security (2h)

This session will explore the impact of climate change on food production and security within APEC economies. Discussions will focus on the risks posed by climate variability, extreme weather events, and the need for climate-smart agricultural practices. Participants will review findings from the Preliminary Report and assess how these environmental challenges can be mitigated through sustainable practices and technological interventions. 

Session 3: Leveraging IoT for Enhanced Food Security (2h)

This session will focus on the application of the Internet of Things (IoT) in agriculture to improve food security. It will highlight case studies from APEC economies that have successfully implemented IoT solutions to optimize water usage, monitor crop health, and streamline supply chains. Participants will discuss the scalability of these technologies and their potential to transform traditional farming practices into more efficient and sustainable systems. 

DAY 2 

Session 4: Harnessing Big Data and AI for Predictive Analytics in Agriculture (2h)

This session will examine how Big Data and AI are being used to enhance decision-making in agriculture.  Topics will include supply chain optimization. Case studies will illustrate how these technologies have been applied to improve food security outcomes in various APEC economies, highlighting both successes and challenges. 

Session 5: Blockchain and Other Emerging Technologies in Ensuring Food Safety and Traceability (2h)

This session will explore the role of blockchain and other emerging technologies in ensuring food safety and traceability. Participants will learn about how these technologies are being used to create transparent and secure supply chains, reduce food fraud, and enhance consumer trust.

Real-world examples will demonstrate the impact of these technologies on food security, particularly in economies with complex and fragmented agricultural sectors. 

Session 6: Collaborative Approaches to Strengthening Food Security (2h) In this session, participants will discuss the importance of cross-border collaboration among APEC economies to enhance food security. The session will cover joint research initiatives, technology sharing, and the development of regional strategies that address common challenges.

Participants will also explore opportunities for public-private partnerships and the role of international organizations in supporting these efforts. 

Session 7: Recommendations and Path Forward (2h)

The final session will synthesize the insights and discussions from the previous sessions into actionable recommendations. Participants will develop both short-term and long-term strategies to promote food security through the adoption of emerging technologies. This session will culminate in a set of recommendations targeted at policymakers, industry stakeholders, and international bodies, providing a roadmap for future initiatives within APEC. 

Pre- and Post-Workshop Surveys:

A pre-workshop survey will be conducted via email to assess participants' baseline knowledge of food security and the role of emerging technologies. The survey will include questions such as:

(1) How well do participants understand the challenges of food security in their economy?

(2) How familiar are participants with the use of emerging technologies in agriculture? (3) What are the perceived barriers to improving food security in their economy? among others. 

A post-workshop survey will be conducted immediately after Session Seven to evaluate the effectiveness of the workshop and measure the extent to which participants' understanding has deepened. Participants will be encouraged to provide insights on the relevance of the topics discussed, the quality of virtual and in-person engagement, and areas for improvement in future workshops. The survey questions will be customized based on the pre-workshop responses to track knowledge acquisition and assess the impact of the discussions.

3) Final Report

Of a minimum of 20 (twenty) pages, excluding annexes, will be submitted in April 2026, capturing key findings and recommendations from the workshop and the preliminary report. The Final Report will serve as a guide for future collaborations and actions within APEC to advance towards a food-secure economy through technological innovation.

1) Improved Capacity and Understanding of How Agricultural MSMEs Can Adapt Emerging Technologies to Enhance Food Security: Participants will develop a deeper understanding of how agricultural MSMEs can effectively integrate emerging technologies such as IoT, Big Data, and AI to address food security challenges in their economies. It will focus on increasing participants' knowledge and capacity to identify, adapt, and implement these technologies. The improvement in understanding will be evaluated through pre- and post-workshop surveys, which will assess knowledge gains. The surveys will provide disaggregated data to ensure a comprehensive understanding of the knowledge acquired by specific groups.

2) Actionable Recommendations on How to Implement Best Practices in MSMEs to Enhance Food Security: This outcome aims to produce actionable recommendations for both the private sector and policymakers on how to best implement technological and strategic practices to improve food security within agricultural MSMEs.

These recommendations will be informed by the discussions and insights gained during the workshop and will be included in the project report. The goal is to generate at least six actionable recommendations that can be directly applied in APEC economies. The effectiveness of these recommendations will be assessed through post- workshop feedback and their inclusion in the final project report.

3) Generate Interest in Future Work and Discussions on Improving Food Security Through Emerging Technologies: One of the key goals of the workshop is to foster continued interest and collaboration among participants on how emerging technologies can be leveraged to improve food security. This outcome will gauge participants' willingness and enthusiasm to engage in future work and discussions on this topic, with the aim of establishing a foundation for further research, projects, and collaborations. Success will be measured by post-workshop surveys, where participants will report their interest in pursuing future work on the integration of technologies in MSMEs for food security. The target is for at least 50% of participants to express a strong interest in future initiatives.

Publication of Documents: The Final Report will be published electronically as an APEC publication. The Final Report (including its annexes) will be available on the APEC.

Format and Content of Publication: The Final Report will detail the findings and recommendations of the project, along with several policy briefs highlighting key strategies for enhancing food security through the use of emerging technologies in agricultural MSMEs. This document will be prepared in PDF format to facilitate easy distribution and accessibility.

During the preparation of the Preliminary Report, members of PPFS, SMEWG, and ATCWG will be consulted to incorporate best practices, policy frameworks, and technology adoption trends relevant to MSMEs in the agrifood sector. Their expertise will ensure that the report reflects the most effective strategies and lessons learned from across APEC economies. Once drafted, the Preliminary Report will be shared with these working groups for review and feedback, ensuring its alignment with ongoing initiatives and maximizing its relevance for policymakers and industry stakeholders. 

Members of PPFS, SMEWG, and ATCWG will be invited to participate as expert speakers and panelists, contributing their knowledge on policy recommendations, emerging technologies, and sustainable practices for MSMEs in the agrifood sector. The workshop will feature interactive discussions and knowledge-sharing sessions, where these experts will provide practical guidance to MSMEs, fostering collaboration between policymakers, industry representatives, and technology providers.
 
The Final Report will consolidate key findings from the Preliminary Report, workshop discussions, and expert contributions from PPFS, SMEWG, and ATCWG. It will outline policy recommendations, successful case studies, and actionable strategies to support MSMEs in leveraging emerging technologies for food security. The Final Report will be widely disseminated to PPFS, SMEWG, ATCWG, and other relevant stakeholders, ensuring continued collaboration and the integration of project insights into future initiatives and policy frameworks.

Sustainability

After the completion of the project, the Preliminary Report, Hybrid Workshop (2-days in Piura, Peru), and Final Report will continue to have an impact by guiding further actions in enhancing food security through the application of emerging technologies. The following steps will ensure the sustainability of the project: 

Beneficiaries Supported to Carry Forward Results: The participants, including MSMEs, policymakers, and experts, will be provided with actionable recommendations from the reports and workshop. These recommendations, along with best practices and lessons learned, will be disseminated across APEC economies, enabling beneficiaries to integrate emerging technologies like IoT, Big Data, and AI into their food security strategies. Follow-up workshops or meetings can be organized by local governments and industry stakeholders to continue the discussions and implement strategies. 

Post-Project Next Steps: After project completion, the main output will be the Final Report, which will contain at least six actionable recommendations for enhancing food security. APEC member economies will be encouraged to form working groups or partnerships to implement these recommendations in their respective economies.

Additionally, APEC forums like the Small and Medium Enterprises Working Group (SME WG) and Agricultural Technical Cooperation Working Group (ATC WG) will be engaged to monitor progress and promote the continuous exchange of knowledge and technology in this field. The next steps will be tracked through ongoing communication and coordination among APEC economies, with progress reports and feedback loops set up between the working groups and project participants. 

Measuring Progress on Outcomes: Progress on the outcomes identified in the project, such as enhanced understanding of food security technologies and increased collaboration, will be measured through follow-up surveys sent to participants six months after the completion of the project. These surveys will evaluate how participants have implemented the tools and strategies discussed during the workshop and incorporated recommendations into their local food security policies and practices. In addition, new collaborations and projects initiated as a result of the workshop will be tracked and reported to APEC forums for continued support and recognition.
