At the 19th Economic Leaders´ in Honolulu, recognized that is important to undertake specific actions to address the top barriers that SMEs face in trading in the region to boost the capacity of these companies to contribute to economic growth and job creation in our economies. § The economic activities made by cooperative enterprises contribute in economic growth and development of APEC region and also serve as vehicle to increase job creation, provide conditions for livelihood in urban and rural sectors and poverty reduction. At the18th APEC Small and Medium Enterprises Ministerial Meeting in Big Sky, Montana, in May 2011, under the theme “Leveraging Partnerships with APEC Small Businesses to Foster Innovation and Create an Entrepreneurial Society”, Ministers reaffirmed and recognized “the significant economic role SMEs and entrepreneurs play in the APEC region and encouraged greater focus in their development, in particular about the importance of business ethics to enhance SMEs competitiveness as corruption poses a significant market access barrier to SMEs”. § The cooperative enterprises offer a solution to enhance the codes of Business Ethics, faces the lacking of economies of scale in SMEs, and also support the access to scarce resources (financial and non financial markets) and innovation, thus the cooperative business model enhances SMEs growth and competitiveness.
