The project is aimed to have a better understanding on the practices that some economies are turning back to the co-operative business model to make it sustainable in the future, providing performance and key data for co-operative sectors in order to demonstrate the scope and the contribution of the co-operative sector in APEC member and other economies, taking account the following objectives:
a. Identify the economic and social contribution of the cooperative business model in APEC economies, basically in a local economic development basis.
b. Catching up supporting policies and programs among APEC economies fostering SME competitiveness though the cooperative business model, focusing in rural and urban areas strengthening business and financial integration and clustering.
c. Analyze best practices and government policies for promoting networking and clustering for innovative cooperative business model within SMEs of the Asia Pacific Region.

The purpose of this overall project is:
· Provide relevant business knowledge to APEC SMEs via short-term in-market executive programmes (of less than 10 days) in top training institutions located in the economies,
· Encourage participation of middle and senior management of SMEs to develop a pool of talents with in-depth knowledge of the business environment in emerging markets, and · Be a platform for APEC SMEs to use the opportunity to establish networking contacts with fellow programme mates and SMEs in these markets. (Please refer to Table 1 below for more details).
For the purpose of this submission, the key objectives for Phase 1 and Phase 2 are:
· Carry out a research on the differing priorities and challenges faced by SMEs of the different APEC economies and identify the high priorities and common issues faced by SMEs of the different economies.
· Share the findings of the research and the proposed framework via a seminar.

A mission team consisting of experts from WCO, private consultants, customs agencies of Japan and co-proposing economies will visit the requesting economies and conduct a workshop which is attended by officials of Customs and other government agencies. The workshop is aimed to deepen and widen knowledge and skills of the WCO TRS Guide and to discuss problems and difficulties which each economy faces in the smooth implementation of TRS. A WCO specialist is important to explain the newly developed TRS software based on the WCO guide. It also aims to share TRS experience of Japan and other economies, and to discuss merits and other various aspects of the survey under the co-operation of the private consultant. If requested, the project may include an interview and discussion with such business sectors which are involved in trade-related procedures, such as customs procedures, port management and cargo handling to strengthen more cooperative relationships with them. Moreover, the project includes field research to know conditions of trade procedures taking into account implementation of TRS, and practical hands-on training in each point where the time stamp will be recorded and where collected time data will be processed. Clear instructions and detailed advices in the field seem to be quite important factors to encourage the host economies to implementing TRS by themselves. The achievement and progress made in this project will be reported at every SCCP meeting. This project will be assessed at SCCP meetings though discussion, review, and feedback from members. -----------------------------
